Alastair Darling announces
a sliding scale of charges accrued from speed cameras, saying
that the present flat-rate fine system is unfair. Meanwhile, the
Treasury rakes it all in, regardless. It is said that this will
give "mixed signals" to the boy-racers by condoning
speeding as long as they don't go too far over the limit.
