The governments of the
west proudly announce their relief budgets to the media while
the bodies in South Asia mount. There seems to be no co-ordination
of relief effort. The UN is conspicuous only by the pleas of its
relief co-ordinator, Jan Egeland for more funds. He claims the
rich countries are not being generous enough. The US government
defends its $35m contribution. Why is there no central fund for
such natural disasters?
