Barroso's main contribution
to the EC Presidency is likely to be the implementation of the
Lisbon Agenda - a necessary, but pretty uninspiring aspiration.
In this respect, can he match up to previous giants of the European
scene, most notably Jacques Delors, who dominated the European
agenda in the 80's and 90's? Barroso is depicted here as a small
boy trying on tip toe to make his head reach the mark on the wall
made by Delors' height. He is standing on a pile of books (Prosperity,
Solidarity, Security etc. - the stolid aims of the Lisbon Agenda)
but still to no avail. Next to him is a huge tome entitled "Vision",
but he's not using it.
