The UN Security Council
finally agrees on the wording of UN Resolution 1701. There will
be a "complete cessation of hostilities". It has taken
several weeks to get this far, but at least both sides seem able
to cope with it. Kofi Annan holds his breath, the rest of the
world watches. UN troops will be despatched to southern Lenbanon
to take over positions held by Hezbollah. It won't exactly be
a triumphal march through Lebanon, a country which has been destroyed
yet again, and which bristles with heavy artillery of all persuasions.
